Description
The need to preserve our municipal roadway pavement infrastructure is paramount to ensuring the viability of the transportation of people and goods. This requires ever-increasing investments because road infrastructure is typically the most valuable asset owned by public agencies. The consequence of the lack of systematic maintenance and renewal is an accelerated deterioration of the asset condition, which requires more expensive treatment to return the asset to a serviceable condition. 

While most municipal agencies have systems to manage infrastructure such as pavements, bridges, water and wastewater, fleet vehicles, etc., the assets are typically managed individually, each competing for available funding. Canada has been at the forefront of pavement management since the late 1970s. It has led through the development of tools and guidance such as the Transportation Association of Canada pavement design and management guide. However, over the past 20 years, many agencies worldwide have focused on adopting a holistic approach where all assets are managed to achieve agency goals and objectives. This approach ensures that available funding is distributed where it can be most cost-effective.
