Bill Smelser

Laurilliam Lighting Technologies Inc.

William (Bill) Smelser is the President and CEO of Laurilliam Lighting Technologies Inc. and is a senior lighting consultant who has worked with municipalities across Canada to develop their standards, prequalification documents, RFPs, and field verification of LED street lighting retrofits.

He started his lighting career with Canadian Westinghouse Lighting in 1963. He served in various capacities, including engineering manager for Cooper Lighting and national sales director for Acuity Brands Lighting, before starting his own business as a lighting consultant.

He is a Member Emeritus of the Illuminating Engineering Society of North America (IESNA). He is the past chair of the IESNA Roadway Lighting Committee, which recently published the current RP-8-18 recommended practice. He is also the past chair of the Roadway Residential Lighting Subcommittee and the Industrial Lighting Committee.

Bill is a voting member of the Canadian Standards Association and contributes to several committees: the Technical Committee on Lighting Equipment (TC419), the Technical Sub-committee on Energy Efficiency of HID Ballasts (C863), the Technical Sub-committee for the Performance of High Mast Luminaires (C811) and the Technical Sub-committee for the Performance Standard for Roadway Lighting Luminaires (C653). He is currently helping develop updates of C653 and C811 to include evaluation of Metal Halide, Induction and LED Roadway luminaires.

Bill is currently co-chair of a CSA sub-committee developing document X005, Methodology for Evaluating Energy Savings from the use of Adaptive Controls in Street Lighting Applications.
