After participating in this course, you will be able to:

  • Recognize and understand the role and key competencies of the municipal construction inspector
  • Be familiar with the requirements of curb, sidewalk and road construction
  • Understand the various materials and installation techniques required for the construction of sewers and watermains
  • Identify and assess health and safety hazards on active construction sites
  • Gain the skills required to access these hazards, including trenching, excavation, and traffic control

Description
A municipal construction inspector plays a crucial role as the municipality's representative in overseeing construction projects. This position requires not only technical expertise but also the ability to interact professionally with contractors, engineers, and the public. The inspector ensures that all construction activities adhere to municipal standards and regulations, safeguarding the community's interests. Through their vigilance and professionalism, municipal construction inspectors help maintain the integrity and safety of public infrastructure projects.

This workshop is designed to provide a comprehensive understanding of the key competencies, roles, and responsibilities of a municipal construction inspector, particularly in the context of linear construction projects. Day I:

Welcome, Introduction and Preview of Workshop

Inspector’s roles and responsibilities

  • Pre-construction
  • During construction
  • Post-construction

Record keeping

  • Daily reports, various forms, photographic records and the importance of the records as well as where they may be used.
  • Examples of where daily reports were used to resolve claims from contractors

Day 2:

Tender/Contract Document

  • Various elements of the Contract Document and how they relate to inspectors

Geotechnical Considerations

  • Soil types
  • Compaction methods, requirements and testing

Sewers

  • Piping materials, installation and services
  • Testing and commissioning
  • Brief overview of rehabilitation techniques

Environmental Considerations

  • Silt/sediment controls etc.

Day 3:

Site Safety and Traffic Control

  • Site safety for all types of projects
  • Traffic control on site
  • Inspector’s role

Utilities

  • Impact of utilities when constructing various works
  • Pipeline safety

Watermains

  • Piping materials and installation
  • Appurtenances and services
  • Cathodic Protection
  • Testing and commissioning

Day 4:

Roads

  • Overview of typical designs for reconstruction
  • Resurfacing operations
  • Quality control and compaction
  • Asphalt/paving deficiencies

Concrete

  • Concrete road base, curbs and sidewalk construction
  • Curing and jointing
  • Concrete deficiencies

Review and wrap up

Discussions on Problems/Case Studies and overview of Manuals, as time permits.

Instructor

Chris Myers

Chris has 35 years of experience in Engineering and Construction in various roles such as Contract Supervisor, Project Manager, Consulting for contract compliance auditing and other functions with the City of Toronto, and as a Consultant with an Engineering Consultant firm, a Contractor and the Toronto Parking Authority.

He has delivered many presentations as part of his work with these organizations, as well as at the Ontario Good Roads Association. As part of a team, he has assisted with the contract administration and inspection of numerous projects, including watermain and sewer installation, road and sidewalk construction, and TTC track allowance reconstruction contracts. He contributed in the development of the first City of Toronto Field Services Manual and a recent update to that manual, as well as acting as a facilitator in the development of a Contract Management Manual for the Toronto Parking Authority.
