Description

Municipal construction projects are delivered in complex, high-risk environments where quality, safety, and compliance must be verified in real time. Inspectors are responsible for ensuring that constructed infrastructure meets design intent, municipal standards, and regulatory requirements—often while managing conflicting pressures from schedule, site conditions, and stakeholder expectations. Gaps in inspection practices can lead to costly rework, safety incidents, and long-term infrastructure performance issues.

This course provides a structured, practical approach to municipal construction inspection, with a focus on linear infrastructure projects. You will develop the skills to assess construction activities, verify material and installation quality, and identify deficiencies across roads, sidewalks, sewers, and watermains. The course also addresses hazard recognition and control in active construction environments, including excavation and traffic management risks.

Through real-world examples and applied guidance, this course equips you to make consistent, defensible inspection decisions and communicate findings effectively. You will leave with practical tools that can be applied immediately to improve inspection performance, reduce project risk, and support successful project delivery.

Welcome, Introduction and Preview of Workshop

Day II

Tender/Contract Document

• Compaction methods, requirements and testing

Sewers

• Piping materials, installation and services
• Testing and commissioning
• Brief overview of rehabilitation techniques

Environmental Considerations

• Silt/sediment controls etc.

Day III

Site Safety and Traffic Control

• Site safety for all types of projects
• Traffic control on site
• Inspector’s role

Utilities

• Impact of utilities when constructing various works
• Pipeline safety

Watermains

• Piping materials and installation
• Appurtenances and services
• Cathodic Protection
• Testing and commissioning

Day IV

Roads

• Overview of typical designs for reconstruction
• Resurfacing operations
• Quality control and compaction
• Asphalt/paving deficiencies

Concrete

• Concrete road base, curbs and sidewalk construction
• Curing and jointing
• Concrete deficiencies

Review and wrap up

Discussions on Problems/Case Studies and overview of Manuals, as time permits.

Instructor

Chris has 35 years of experience in Engineering and Construction in various roles such as Contract Supervisor, Project Manager, Consulting for contract compliance auditing and other functions with the City of Toronto, and as a Consultant with an Engineering Consultant firm, a Contractor and the Toronto Parking Authority.

He has delivered many presentations as part of his work with these organizations, as well as at the Ontario Good Roads Association. As part of a team, he has assisted with the contract administration and inspection of numerous projects, including watermain and sewer installation, road and sidewalk construction, and TTC track allowance reconstruction contracts. He contributed in the development of the first City of Toronto Field Services Manual and a recent update to that manual, as well as acting as a facilitator in the development of a Contract Management Manual for the Toronto Parking Authority.
